The Project Manager’s responsibility includes managing commercial building construction projects located throughout the Hampton Roads area. Responsibilities include customer interface and ensuring customer satisfaction; developing means and methods; analyzing and competitively purchasing subcontractor services and material purchases; reviewing proposed designs for constructability, value-engineering, contract negotiations; creating, updating, and enforcing project schedules; problem-solving; coordinating project meetings as needed; keeping project records and documents; managing project cost; managing change orders, managing submittals and other necessary project documents and physically inspecting projects to monitor progress and compliance with project standards.
ESSENTIAL FUNCTIONS / MAJOR RESPONSIBILITIES:
Responsible for full project ownership including, but not limited to:

ESSENTIAL FUNCTIONS / MAJOR RESPONSIBILITIES OF SUPERINTENDENT:
- Schedule subcontractors, consultants, and vendors on the critical path to ensure timely completion.
- Perform quality control duties and responsibilities regarding the work being performed.
- Communicate with project team regarding RFI’s, Potential CO’s, and Material Submittals.
- Ensure that subcontractor is fully executing and complying with his contracted scope of work.
- Coordinate required inspections with local jurisdictions.
- Identify subcontractor non-compliance with safety, health, and environmental quality standards.
- Identify conflicts in construction progress and communicate them to the project team for resolution.
- Maintain daily log (written) of activities on the job site.
- Perform Superintendent duties at multiple job sites, simultaneously.
- Ensure subcontractor has corrected all deficiencies identified by the project team.
- Walk all units on the project daily to monitor activities and assist in future planning.
- Preside over weekly subcontractor meetings designed to coordinate the work.
- Issue notices of non-compliance to subcontractors in regard to the quality of work or scheduling.
- Ensure that the job site is always kept in a clean and organized manner.

EDUCATION AND/OR EXPERIENCE:
- Minimum of 3 years of verifiable industry experience, preferably in general contracting

The Project Engineer/Assistant Project Manager is primarily responsible for aiding the project staff in the preconstruction and construction stages of a project(s). The Project Engineer is responsible for assisting the Project Manager with the daily management, supervision, coordination, and successful completion of the project(s) to meet time and cost objectives with respect to contracting, scheduling, estimating, bidding, and contract administration functions.
ESSENTIAL FUNCTIONS / MAJOR RESPONSIBILITIES:
- Contact subcontractors and suppliers for purposes of bid solicitation as needed. Evaluate less complex Subcontractor bids, aid in pricing alternates, and initiate value-engineering alternatives.
- Assist the Project Manager in the preparation of purchase orders, subcontracts, and change orders.
- Perform document control through management of the drawing files and lists including Addenda, RFI’s and other project document revisions.
- Review submittal shop drawings, samples, catalog data in accordance with plans and specifications, scope, installation procedures, site considerations, and regarding coordination with other trades.
- Prepare, expedite, and monitor logs for tracking shop drawings, contract documents, submittals, request for information, change orders and other as needed.
- Monitor job progress with Project Manager and Superintendent for schedule updating.
- Maintain project schedule with assistance from Project Manager and Superintendent on a weekly/monthly basis.
- Assist in the management of the punch list process.
- Obtain all closeout materials from subcontractors and suppliers including guarantees and warranties, as-builts, Operations and Maintenance Manuals, and coordinate Owner Training of Equipment.
- Assist with preparing the job start-up and closeout checklists.
- Possess working knowledge of all project plans, specifications, contract with Owner, subcontracts, purchase orders, daily correspondence, shop drawings, submittals, and all other project related documents, and maintain a complete and accurate set of as-builts.

The Project Manager Assistant/Contract Administrator assists with the planning, organization, contract administration, and management of the day-to-day operations of construction projects from the award of the project through closeout, as well as any other responsibilities that support and aid the Project Management team.
ESSENTIAL FUNCTIONS / MAJOR RESPONSIBILITIES:
- Sets up new projects when awarded to include issuing job numbers, setting up in accounting program and payroll as needed, and setting up job folder on the server.

The Estimator’s responsibility includes being responsible for preparing complete and accurate estimates for all contract types (lump sum, line item, time/material, design/build). Ability to prepare estimates with detail to materials, labor, equipment and subcontractors’ costs while following and fully comprehending the scope of work. - Analyze drawings, specifications, proposals, and other documentation to prepare detailed time, cost, and labor estimate for projects.
- Communicate bids and scopes of work.
- Prepare detailed estimates including completing quantity take-offs, analysis, estimate input, and studies for items incorporated in assigned scope.
- Solicit Subcontractor and/or Vendor quotes via Invitations to Bid and evaluate them for scopes and quantities.
- Clearly communicate the requirements to bidding trade contractors when applicable to their work.
- Foster relationships with new trade contractors / maintain relationships with existing trade contractors.
- On awarded projects, assist in negotiating scope and price with anticipated trade contractor as needed.
- Generate and track pre-bid RFI questions, review, and process/track addenda as issued.
- Perform risk and contract management responsibilities as required on bids.
- Assist in developing a strategy to achieve minority participation requirements.
- Manage minority business goals, wage scale requirements, bid alternates, unit prices and other residual components of a compliant bid submission.
- Review total estimate to ensure accuracy and completeness prior to formal quotation.
- Prepare and assemble bids and proposals for different contract types.
- Develop value analysis study including defining more cost-efficient alternatives to proposed scope.
- Research and promote continuous improvement in developing more efficient estimating methods
- Examine construction sites and observe unusual or challenging conditions
- Assist in document management for project, including receiving drawings and specifications, initial budget creation, and distribution to stakeholders.
- Serve as liaison with trade partners, design team (architects, engineers, consultants) and clients.

- Work cohesively with Director of Preconstruction to manage and fulfill all requirements for the bid submission.
- Work cohesively with other in-house division estimators for projects that will involve them.
- Track all ongoing proposals in online CRM program.
- Track bid participation closely and review with CEO/President at timely intervals.
- Conduct turnover meetings with project management staff outlining scope of work, any notable components of the project, and key information for buyout.
- Represent company for projects in preconstruction, budgeting of larger projects, increased owner and design team interaction, value engineering, assistance of establishment and development of scope packages.

- B.S. in Construction Management, Engineering, or related field position OR equivalent combination of education and experience.
- 3+ years of experience estimating for a commercial general contractor.
- Experience with Federal, State and Public Municipality estimating experience is a plus.
- Ability to use RS Means, Gordian, or other published unit price books to produce line-item estimates.
- Possess effective negotiating skills.
- Proficiency in Microsoft Office Suite with expert skill level in Excel.

A Preconstruction/Construction Intern participates in a hands-on experience within Tidewater Development Service Corporation (TDSC). Interns will work alongside an Estimator/PM mentor for the duration of their work at TDSC, participating in day-to-day operations of the preconstruction and project management teams. This training and employment period will be used as an opportunity for the candidate familiarize themselves with the different facets of construction management.

- Support the project management team with subcontractor and supplier coordination, material tracking, file management, document control (submittals, RFIs and change orders) and progress reporting.
- Work with field supervision as needed to assist with project layout, construction drawing and trade coordination, verification of site conditions, safety, and quality control.
- Learn/strengthen reading and interpreting contract documents, drawings, and specifications.
- Assist with Development and Organization of Project Documentation.
- Assist with tracking, updating, and distribution of construction documents throughout preconstruction phase.
- Assist with calling and soliciting bids for various subcontractor scopes of work.
- Assist with schedule updates and photo documentation.
- Assist in Project Setup in Preconstruction Excellence (Safety, Quality, Schedule, Cost, Subcontractors, and Client).
- Assist in preparing scope sheets for estimate.
- Assist in quantity and material take offs.
- Assist in identifying and analyzing unique features of work on the construction project.
- Assist in development of general conditions for the project.
- Assist in obtaining permits or approval of revisions.
POSITION SPECIFIC QUALIFICATIONS & EXPERIENCE
- Current student pursuing an undergraduate or graduate degree within the construction, engineering, or business concentrations strongly preferred.
- Previous industry internship/work experiences a plus, but not a requirement.
- Ability to successfully manage multiple, competing priorities in a deadline driven environment.
- Proficient in Microsoft Word, Excel, and Outlook.
- Effective oral/written communication; effectively shares knowledge and information.
- Exceptional customer and client focus, ability to succeed in a team environment.
- Strong organizational and time management skills.

- This is an hourly paid position – negotiable – depending on experience.
