The Estimator’s responsibility includes being responsible for preparing complete and accurate estimates for all contract types (lump sum, line item, time/material, design/build). Ability to prepare estimates with detail to materials, labor, equipment and subcontractors’ costs while following and fully comprehending the scope of work. Review, analyze and accept subcontractor quotes of work to be performed. Prepare project bid status reports and ensure compliance with all specifications and contract Statements of Work and Bid Invitations.

ESSENTIAL FUNCTIONS / MAJOR RESPONSIBILITIES:
Responsible for project estimating ownership including, but not limited to:

  • Analyze drawings, specifications, proposals, and other documentation to prepare detailed time, cost, and labor estimate for projects.
  • Communicate bids and scopes of work.
  • Prepare detailed estimates including completing quantity take-offs, analysis, estimate input, and studies for items incorporated in assigned scope.
  • Solicit Subcontractor and/or Vendor quotes via Invitations to Bid and evaluate them for scopes and quantities.
  • Clearly communicate the requirements to bidding trade contractors when applicable to their work.
  • Foster relationships with new trade contractors / maintain relationships with existing trade contractors.
  • On awarded projects, assist in negotiating scope and price with anticipated trade contractor as needed.
  • Generate and track pre-bid RFI questions, review, and process/track addenda as issued.
  • Perform risk and contract management responsibilities as required on bids.
  • Assist in developing a strategy to achieve minority participation requirements.
  • Manage minority business goals, wage scale requirements, bid alternates, unit prices and other residual components of a compliant bid submission.
  • Review total estimate to ensure accuracy and completeness prior to formal quotation.
  • Prepare and assemble bids and proposals for different contract types.
  • Develop value analysis study including defining more cost-efficient alternatives to proposed scope.
  • Research and promote continuous improvement in developing more efficient estimating methods
  • Examine construction sites and observe unusual or challenging conditions
  • Assist in document management for project, including receiving drawings and specifications, initial budget creation, and distribution to stakeholders.
  • Serve as liaison with trade partners, design team (architects, engineers, consultants) and clients.
  • Attend site visits, pre-bid meetings, and bid openings as required for bidding work.
  • Work cohesively with Director of Preconstruction to manage and fulfill all requirements for the bid submission.
  • Work cohesively with other in-house division estimators for projects that will involve them.
  • Track all ongoing proposals in online CRM program.
  • Track bid participation closely and review with CEO/President at timely intervals.
  • Conduct turnover meetings with project management staff outlining scope of work, any notable components of the project, and key information for buyout.
  • Represent company for projects in preconstruction, budgeting of larger projects, increased owner and design team interaction, value engineering, assistance of establishment and development of scope packages.
  • Foster and cultivate a team culture that aligns with company mission and values.

POSITION SPECIFIC QUALIFICATIONS & EXPERIENCE

  • B.S. in Construction Management, Engineering, or related field position OR equivalent combination of education and experience.
  • 3+ years of experience estimating for a commercial general contractor.
  • Experience with Federal, State and Public Municipality estimating experience is a plus.
  • Ability to use RS Means, Gordian, or other published unit price books to produce line-item estimates.
  • Possess effective negotiating skills.
  • Proficiency in Microsoft Office Suite with expert skill level in Excel.
  • Able to adapt to the constantly evolving world of technology, design, means and methods, systems may include but not limited to: Adobe, and BlueBeam.
  • Ability to read and interpret construction drawings and specifications

SALARY:

The Project Manager Assistant/Contract Administrator assists with the planning, organization, contract administration, and management of the day-to-day operations of construction projects from the award of the project through closeout, as well as any other responsibilities that support and aid the Project Management team.

ESSENTIAL FUNCTIONS / MAJOR RESPONSIBILITIES:

  • Sets up new projects when awarded to include issuing job numbers, setting up in accounting program and payroll as needed, and setting up job folder on the server.
  • Performs all duties of Owner contract administration, including contracts, correspondence, documentation submission, and accounts receivable.
  • Performs all duties of Subcontract & Vendor administration, including subcontract issuance, PO issuance, change orders, correspondence, documentation collection and tracking, and accounts payable.
  • Assist in Owner and Subcontractor CO, RFI, RFP and Submittal Administration, and Tracking.
  • Provides advice and interpretation of contract requirements as well as organizes, understands, and maintains up-to-date contract documents.
  • Coordinates approval of negotiations, contracts, and subcontracts with appropriate management staff.
  • Prepare master submittal schedule and submittal log – aid in the review and submission of project submittals.
  • Ensures timely processing of technical reports and deliverables. Coordinates with project managers to ensure contract requirements are fulfilled.
  • Prepares, maintains, and reviews required management reports, as needed.
  • Attends meetings, records, and distributes minutes, as needed.
  • Collects and manages certified payrolls and submits required reports to customers.
  • Requires working effectively with Site Superintendents, Project Manager, Program Manager, Executive Management, Finance Department, internal and external customers.
  • Maintains current knowledge of relevant contractual procedures and practices.
  • Performs administrative duties to include but not limited to copying, faxing, mailing, filing, and scanning.
  • Maintains office records, files, references, and manuals.
  • Compiles and enters information in the accounting system; analyzes financial information and documents business transactions.
  • Maintains financial records by entering all accounts receivable and accounts payable information.
  • Able to work on multiple projects at any given time.

The Project Manager’s responsibility includes managing commercial building construction projects located throughout the Hampton Roads area. Responsibilities include customer interface and ensuring customer satisfaction; developing means and methods; analyzing and competitively purchasing subcontractor services and material purchases; reviewing proposed designs for constructability, value-engineering, contract negotiations; creating, updating, and enforcing project schedules; problem-solving; coordinating project meetings as needed; keeping project records and documents; managing project cost; managing change orders, managing submittals and other necessary project documents and physically inspecting projects to monitor progress and compliance with project standards.

ESSENTIAL FUNCTIONS / MAJOR RESPONSIBILITIES:

Responsible for full project ownership including, but not limited to:

  • Coordinate all activities with the Superintendent and project team.
  • Own all project finances.
  • Organize, understand, and maintain up-to-date contract documents.
  • Prepare the project construction schedule in conjunction with the Superintendent and required subcontractor input.
  • Coordinate the intent and implementation of the final project budget.
  • Issue all subcontract scopes.
  • Prepare a master submittal schedule and submittal log.
  • Schedule and conduct regular owner and subcontractor coordination and preconstruction meetings.
  • Receive, review, document, and administrate the resolution to all project-specific issues.
  • Assist the Superintendent in the implementation and coordination of on-site quality control and safety procedures.
  • Receive, review, and process all subcontractor Requests for Information (RFI) and Requests for Proposal (RFP) forms.
  • Prepare, distribute, and acquire approval of all Owner Change Order Requests.
  • Prepare and distribute all subcontractor Change Orders and associated budget revisions.
  • Prepare and distribute the monthly Owner Applications for payment.
  • Oversight of all project administrative logs and close-out activities.
  • Drive the importance of a safety-first mindset to everyone touching the project.
  • Comfortable managing multiple projects at varying stages within a lifecycle.
  • Manage a small team of employees, providing oversight, direction, and mentoring in accordance with company policies and procedures.

POSITION SPECIFIC QUALIFICATIONS & EXPERIENCE

  • B.S. in Construction Management, Engineering, or related field position OR equivalent combination of education and experience.
  • 5 years of industry experience, preferably in general contracting.
  • Experience with construction industry scheduling software.
  • Previous experience managing employees preferred.
  • Blueprint Reading.
  • Prime Contractor, General Contractor experience.
  • Federal Government construction experience (NAVFAC, USACE, Dept of Veteran Affairs).
  • Capable of running 2-3, multi-million dollar, multi-trade jobs at one time.

ESSENTIAL FUNCTIONS / MAJOR RESPONSIBILITIES OF SUPERINTENDENT:

  • Schedule subcontractors, consultants, and vendors on the critical path to ensure timely completion.
  • Perform quality control duties and responsibilities regarding the work being performed.
  • Communicate with project team regarding RFI’s, Potential CO’s, and Material Submittals.
  • Ensure that subcontractor is fully executing and complying with his contracted scope of work.
  • Coordinate required inspections with local jurisdictions.
  • Identify subcontractor non-compliance with safety, health, and environmental quality standards.
  • Identify conflicts in construction progress and communicate them to the project team for resolution.
  • Maintain daily log (written) of activities on the job site.
  • Perform Superintendent duties at multiple job sites, simultaneously.
  • Ensure subcontractor has corrected all deficiencies identified by the project team.
  • Walk all units on the project daily to monitor activities and assist in future planning.
  • Preside over weekly subcontractor meetings designed to coordinate the work.
  • Issue notices of non-compliance to subcontractors in regard to the quality of work or scheduling.
  • Ensure that the job site is always kept in a clean and organized manner.
  • Perform job progress and completion punch list identification and completion.

EDUCATION AND/OR EXPERIENCE:

  • Minimum of 3 years of verifiable industry experience, preferably in general contracting
  • Extensive experience and knowledge of construction means and methods and a thorough understanding of industry trades and practices.
  • Ability to read and interpret documents such as construction specifications, blueprints, safety rules, operating and maintenance instructions, and procedure manuals.
  • Experience with Microsoft Office (Excel, Word, Project & Outlook) is preferred.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of customers, subcontractors, or employees of the organization.
