As Senior Preconstruction Manager at TDSC, Arthur W. “Rocky” Natchus leverages over three decades of construction and project management experience to guide projects from concept to kickoff. His extensive background in government, commercial, residential, and historical construction allows him to accurately assess risk, develop cost-effective strategies, and provide clients with confidence during the earliest phases of a project. Rocky’s expertise in estimating, planning, and contract negotiation ensures that every project begins on a strong foundation.

Throughout his career, Rocky has led multi-million-dollar programs and managed complex builds such as Regent University’s College of Arts and Communication and the Fairfax Town Center. He is known for his ability to collaborate with owners, architects, engineers, and government agencies to bring clarity and efficiency to preconstruction planning. A Virginia Tech graduate in Building Construction with certifications including OSHA 30 and Corps of Engineers QCM, Rocky combines technical knowledge with leadership and mentorship to deliver value-driven solutions for clients and the TDSC team alike.
